How much stronger is perfect cell than semi perfect cell

Ahaha you meant initial Perfect Cell, I'd put him at 5 times stronger max.

Somehow I missed this reply...

Personally, I have initial Perfect Cell (the strength he showed against Vegeta/Trunks, the strength that was inferior to SSJ Grade 2 Trunks) as Semi-Perfect Cell + Android 18.

If you wanted it in numbers... somewhere around 1.5x Semi-Perfect Cell.

At first (like really early), he was still said to be weaker than Semi Cell, but when he was pounding Vegeta, I'd say 2.5 - 3x. Semi Cell wasn't too far from ASSJ Vegeta's power to begin with.

 Much. I think, despite all the numbers crunching you can do, Kuririn's initial evaluation of Cell in his perfect form is telling. He had sensed and seen Cell in Semi-Perfect Cell (and at least sensed Imperfect Cell) and got a good grasp of the kind of power he has. When Perfect Cell (initial) came out and hit Kuririn, he got a good grasp of the true power of Cell. Perfect Cell was exponentially more powerful than Semi-Perfect Cell.

Between Semi-Perfect Cell (full power) and Perfect Cell (full power) I have a 4-5x difference.

I have a similar gap... with my FP Perfect Cell being somewhere between 4-5x my FP Semi-Perfect Cell... but my SSJ2 is nowhere near "10x". Why do you come to the conclusion that it should be?

Its because if you have FP SPC = 4-5x FP PC , and still Keep FP SSj2 Kid Gohan just a little above him , then the SSJ2 multiplier goes around 10x , since FP PC was at least 1.5x stronger [2x in my opinion]

 Ah, I see... you are confused. We're talking about Semi-Perfect Cell (the one who gets beaten by Super Vegeta) and Full Power Perfect Cell (the power Cell displays against SSJ2 Gohan but gets beasted on anyway)... not Super Perfect Cell (the one that has a Kamehameha battle with SSJ2 Gohan).
